How UE Decides UE capability information?

Does UE reports UE capability based in device capability or SIM capability?
Suppose if the SIM doesn't support UMTS/2G then will UE still reports supported RAT types as LTE/UMTS/2g or only LTE

UE reports the capability based on the device and this should include the SIM capability as well. Device should know the supported RAT's and Bands of the SIM. Moreover if the SIM doesn't support certain RAT's like 2G/UMTS, it would not query for the capability of those RAT's itself.
