Can we use adaptive transmission in NR cell with NSA?

Is it mandatory to use same MCS with primary cell in LTE- NR case or can we do adaptive transmission in both the cells?

While LTE UL only configuration and NSA model, If DL TCP throughput was around 3Gbps then what will be the UL throughput ?
Lte might support limited UL throughput but TCP ACKS will be more for 3Gbps, How to configure this scenario ?
Limitation : UL can be only in LTE, NR is NSA Dual connectivity with LTE but has to achieve full utilization of resource .

In NSA scenario , UE will be connected to LTE and NR cells. If LTE goes out of scope will it HO to NR or will it loose entire signal.

In LTE RACH preamble is transmitted in entire 6RB's and 14 OFDMA symbol.
But in NR RA-RNTI calculation specification shows RA-RNTI= 1 + s_id + 14 × t_id + 14 × 80 × f_id + 14 × 80 × 8 × ul_carrier_id

Where s_id is OFDMA symbol position. 0=<s_id<=14. Does this means preamble can be transmitted any of the 14 OFDMA symbol.
