5g Total max UE capability

In the NAS "Registration Request" and "PDU Connectivity Request", UE capability is sent by UE to core.

In the E1 BEARER CONTEXT SETUP REQUEST, the IE "Security Indication" there is "Maximum Integrity Protected Data Rate"
which says that the "If present, this is the value received from the CN for the overall UE capability."

My Q is , is the overall UE capability is total of UE-AMBR of non GBR QOS+ MBRs of all GBR Bearers ?

I dont see that value being sent from UE to Core in either "Registration Request" or "PDU Connectivity Request" message.

24.501 Section 9.11.4.7, has the "Integrity protection maximum data rate IE". What does the

8 7 6 5 4 3 2 1
0 0 0 0 0 0 0 0 64 kbps
1 1 1 1 1 1 1 1 Full data rate

But
9.3.1.57 of 38.463
Maximum IP rate M ENUMERATED (64kbps, max-UErate, …) Defines the upper bound of the aggregated data rate of user plane integrity protected data. This limit applies to both UL and DL independently.
