Yes UE can follow the non adaptive re-transmission after meas gap.
When second UL transmission (RV 2) falls on measurement gap period, UE does not do the UL-SCH transmission at all but transmit the RV2 at next occasion after meas gap.
In UL we have the order of RV as 0 => 2 => 3 => 1
Suppose in TDD dl/ul config 2, 6 (HARQ re-transmission cycle 10 ms)
SFN 745 SF 2 => RV: 0 transmitted (PHICH NACK at 4 sf later)
SFN 746 SF 2 => meas gap starts
SFN 746 SF 7 => meas gap ends
SFN 747 SF 2 => RV: 2 transmitted (suppose PHICH NACK again)
SFN 748 SF 2 => RV: 3 transmitted (Suppose PHICK ACK)
