I have seen 256QAM for mm wave but no body spoke about sub 6Ghz, is this applicable?

The hard part was inventing 256QAM in mmwave band which has been agreed to be an optional feature in Rel.15
pdsch-256QAM-FR1 parameter is UE-Capability parameter which shows if the UE support or not

Yes 256QAM is applicable for Sub 6Ghz both in DL and UL
