Does UE report CQI without DL data transmission?

Ue has to trigger CQI only when there is periodic configuration or explicitly ENB asks, when there is no such configuration is it possible UE to send CQI/RI to ENB?

CQI, PMI, and RI reporting from UE to ENb is periodic or aperiodic.
Periodic report- Send in specific interval and specific subframe a UE is supposed to send the report is specified in RRC message
Aperiodic report is configured by RRC & DCI messages.Which is triggered by ENb.
I think if no such configuration for which periodic or aperiodic report generates, its difficult to send CQI/RI to ENb.

We observed on UE logs in which UE is sending RI report to ENB even after DL data stopped (this means no DCI for aperiodic ) and no periodic configuration, so just want to know the UE behavior. If ay UE developer can answer this
