LTE: S6a PUR right after ULA

When we send ULA to MME, right after it MME sends PUR to us for the same subscriber and the UE does not attach to network (obviously). MME is not under our control (roaming partner) so we cannot get the logs from it.

We have tried to imitate ULA as per another working UE in same roaming partner network (this connects to live HSS, not ours) and it did not work.

Can anyone please guide what could be wrong?

VoLTE Diameter registration response (ULA)

When the UE and the MME both support VoLTE and the MME sends ULR with AVP 1493 Homogeneous-Support-of-IMS-Voice-Over-PS-Sessions = SUPPORTED(1), there are 2 options for the HHS to respond:
1. The HSS will accept the VoLTE registration - what in the ULA will indicate on the VoLTE registration approval?
2. The HSS won't accept the VoLTE registration - will the ULA will include failure? How the ULA will look like?

Does Mme also sends Purge(PUR) to HSS when MME receives detach request from enodeb side?

Does Mme also sends Purge(PUR) to HSS before sending delete session request to SGW when MME receives detach request from enodeb side ?

when mme initiates Authentication Information request(AIR)/ULR/PUR ?

when mme receives Initial Ue messages(attach request) then mme sends AIR to HSS on s6a interface.
But At what point when mme initiates Update location request/PUR with respect to s1ap/egtp-C ?
