Hi,

SDAP doesn't bring any changes to normal LTE flow, it receives packet form GTP and gives to PDCP, i don't think so SDAP will have headers . it is thin middle layer between PDCP and GTP for QOS handling.

It will be good if you are more specific regarding what do you mean by QOS handling? Is it multiple QOS in a single bearer. You mean to tell that?
Yes, ENB should handle the multiple QOS flow into single bearer.
