Due to various reason, an eNodeB can start considering a neighbor PCI or a range of PCIs as blacklisted and the same would be broadcasted so that UE won't consider blacklisted PCI/range of PCIs for measurement. This way measurement time at UE gets reduced and eNodeB get lesser no. of possible neighboring cells in measurement report.
