VoLTE (Voice over LTE) is a packet switched way to provide voice services through the LTE network. It is IMS based and IMS works using the SIP based signaling messages and data through the real-time packets (RTP). The same voice service in 2G is a circuit switched service since it is a circuit switched service it is completely different from the VoLTE.
