On the link which is not responsible for UL PDCP PDUs transmission,the RLC layer only transmits corresponding ARQ feedback for the DL data.

When an eNodeB supports LTE-WiFi aggregation (LWA) and UE is also LWA capable, it configures UE for the WLAN measurement object. Based on the measurement report for WLAN, eNodeB configures UE for the WLAN to which UE can connect by mean of sending "LWA-Configuration-r13" IE within the RRC Connection Re-configuration.
