We know LTE scheduler works at the 1 millisecond level . Why it does not work at the 0.5 ms (slot) level ?

Actually Scheduler will not utilixe the both slot. Actual Physical resource is 200RB in 20MHZ(slot 0 = 100, slot 1 = 100), but scheduler view is only 100 Rb in particular SF remaining 100 RB wil be utilized by PHY layer for the control as well as redundancy bits. Thats why scheduler operates at 1ms delay with only one slot utilization.
