How Allocation of Available RBs done for DCI and DATA ?

To send DCI no need of RB sheduling, beause it wil be send through PDCCH, instead there wil be limited CCE available for each cell, no of CCE varies based on your CFI value.
What things are considered to calculate the minimum RBs that need to broadcast master information block information ? I am expecting a detailed information to strengthen my knowledge. Thanks in advance.
