LTE: What is BLER and how does it effect downlink and uplink dataflow ?

BLER is the receiver measurement used in measuring the error rate after evaluating CRC on each TB..
BLER is the ratio of received erroneous blocks to the total number of data blocks transmitted.

These erroneous blocks are eventually gets corrected with retransmissions/HARQ.
