Can we disable security at UE so that UE can get attached to any eNodeB without security process?

I want to know whether we can disable security at UE and can the UE get attached to any eNodeB without security process if security disabled.

For example, in the scenario If UE at the border trying to connect to the eNodeB of the other side of the border, cannot connect because of security procedure So, if we disable can we connect to the other eNodeB.
