Why LTE can not be provided on unlicensed spectrum like WiFi?

There could be 'n' number of reasons not considering the unlicensed spectrum for LTE transmission. But few reasons I know that:
- Un-licensed spectrum can be used by any operator so interference would be high.
- Wifi has less cover over the geography.
- However handover from LTE to wifi and vice-a-versa may be supported by an operator.
