69 c

We have coins of 25, 10, 5 & 1 c. Each of them should be limited to 50 c and 5 c coins are another limiting factor, we will exclude it, otherwise we can get max of 50 c with 1, 5, 10 c coins.
c 25<2
c 10<5
c 5=0
c 1<5
25+40+4=69 c
