ootstoo is same spelt forward or backwards. We only have to take care of F and L. Clearly the word isn't a plindrome in the language in which it has been presented. So it has to be in some other communication method.

Turns out F has a Morse code . . _ . and L . _ . .

So the word is a palindrome in Morse code. Probably.
