Slow implementation of land and labour reform
Serfdom had been abolished in the Estonia area (then part of the Russian Empire) in 1816, but full implementation and reform in land ownership was slow in coming. The peasant revolt on the Mahtra estate and the action to crush it are thought to have significantly influenced the work of the committees working on emancipation of the serfs in Russia itself.
