Manoeuvres the focus plane
Tilt-shift lenses are used to control perspective, to avoid distortion, to get an entire scene sharp, to establish multiple points of focus. Effects include producing an apparent miniature scale image. The other options in the question describe: a telephoto lens, a fish-eye lens, and a macro lens.
