There was unusually hot weather acting on human waste and industrial effluent on the banks of the River Thames. The stink overwhelmed MPs in the Houses of Parliament beside the Thames, and finally persuaded them to empower the recently formed Metropolitan Board of Works to raise £3m and start work without further delay on the network of sewers and pumping stations which still underpins London's sanitation system.
