Any PM who spends less time and was part of the Collision government he would be less performing as compared to any other PM who completed the full term. My list would be -
VP Singh (1989-90) - Total Mess, economy was completely in mess.
Morarji Desai (1977-78) -- one who permanently put India's intelligence agencies in the backfoot and outright incompentent for the office.
Chandrasekar (1990-91)-- Along with VP Singh send Indian economy into a deep abyss
Deva Gowda (1996-97) -- the sleepy leader.
IK Gujral (1997-98) -- Not as bad as others above, still bad enough to lead India.
