First is country does not own the search engine its Business House which own it.
Now lets see what was the advantage with China and Russia, both were non english speaking country and so the behavior of their internet users. In short their users were not comfortable to use Google and hence a space for a local language based was there and business houses filled that gap over a period of time.
Though India is a non english speaking but medium of business is english and non english business part is not substantial. And all non english speaking is not on same language, i.e. multiple language as hindi, marathi, kannada, tamil...
So in short customer size is not very attractive, thats why in the past all the startup which provided search capability could not survive.
