Not exactly

Members of royal family are not elected rather have birth right so by any definition royal family cant be considered as democratic institution.
All members of the house of lords are appointed by the Queen on the advice of the prime minister. Some non-party-political members are recommended by an independent body, the House of Lords Appointments Commission. So it is also a non democratic institution.
