What is cell selection and plmn selection in LTE ?

The UE scans all RF channels in the UTRAN/eUtran band according to its capabilities to find available PLMNs. On each carrier, the UE searches for the strongest cell according to the cell search procedure and read its system information in order to find out which PLMN the cell belongs to.

After selecting a PLMN, the cell selection process starts. The UE selects a suitable cell and the radio access mode based on idle mode measurements and cell selection criteria. The UE searches a suitable cell of that PLMN to camp on according to the following figure -

will you tel the difference between scanning for plmns and scanning for cells ( UE nas will give selected plmn to as then what ue AS will scan now)is it same frequencies scanned initially for plmns or different
As a UE it need to select two stuff i.e. its airtel or vodafone and cell on which it is camped.
assume i selected airtel now how it performs cell selection?

My Doubt
IN ORDER FOR PLMN SELECTION TO HAPPEN UE GETS BROADCASTED INFORMATION AND WILL READ MIB AND SIB1 (CONTAINS PLMN IDS)

FOR PSS AND SSS PROCESS TO HAPPEN, THIS INFORMATION WILL BE IN 1ST AND 11TH SLOT OF FRAME FOR PSS AND PSS PRECEDES SSS. THESE ALL NOTHING MEAN TIME , FRAME SLOT LEVEL SYNCHRONIZATION.

BUT THESE FRAME AND SLOT WORDS COMES IN SFN (WHICH IS IN MIB) WITHOUT READING MIB HOW PSS AND SSS HAPPENS.

AND IF WE SAY SYNCHRONIZATION HAPPENS WHEN UE IS SWITCHED ON AFTER FREQUENCY ACQUISITION. HOW IS THAT AFTER FREQUENCY ACQUISITION, SYNCHRONIZATION IS HAPPENING.

We know that a cell can broadcast up to six PLMN and first PLMN in the broadcast list is known as primary plmn and others known as secondary or non-primary PLMN. I want to know whic all places their significance come out ?

I went through 36.331 spec, there are various terms such as Srxlev, Q-hyst and so on are used.
Can someone please give a brief overview of all the terms used during the cell selection and cell re-selection procedure ?

PLMN selection at UE side USIM wil be there, Netwrok side what type of IE will be there and what is the Difference between HPLMN and EHPLMN.
