Both the procedures are triggered by HSS only but the objective of having both the procedures are different.
Delete subscriber data procedure: HSS initiates this procedure over the S6a interface when there is a removal of any subscription data from user profile. Whereas the use of cancel location procedure is to notify MME that UE location got changed now . For example: UE moves from one MME to another MME due to mobility or any other reason.

but there is a cancellation type subscription withdrawl is present to delete subscription data from MME in CLR message plz clarify it
I also have the same understanding as Ganesh explained, but could not understand the comment. Can you clarify more on your comment?
though CLR also we can delete subscriber data and using Delete subscriber data also we can delete subscriber data so why 2 procedures are implemented for same objective?

In Diameter S6a specification (3GPP 29.272), it is indicated that the full procedure for Delete-Subscriber-Data from the HSS should be described in the 3GPP 23.401
However, I don't see any clear reference there.
Do you know where I can find it, especially for the deletion of one of the APN-configuration in the MME
