Backhaul is portion of the network comprises the intermediate links between the network core elements. In LTE term backhaul is used for the network (IP network) which interconnects eNodeB and in UMTS backhaul is used for the network which interconnects NodeB and RNCs.

Comming to second part, its a essential element and you can not avoid it.
